HISTORICAL SUCCESS

 

In order to witness the international success of the International Eurasia Press Fund, one of the national NGOs of Azerbaijan, an extensive event was organized by the Council of State Support to Non-Governmental Organizations under the President of Azerbaijan and the UN Permanent Mission to Azerbaijan. At the meeting, state officials called the granting of the IEPF the status of a senior adviser to the UN Economic and Social Council an important event in the life of civil society, and foreign guests said that this success was due to hard work, experience and confidence. Noting that there are more than 10 million national NGOs in the world, Azay Guliyev, Chairman of the Council for State Support to Non-Governmental Organizations under the President, said that only 148 of them were awarded such a high UN status. Indeed, it is a great achievement and pride for our country to be awarded this high status only by Azerbaijani NGOs in the face of the IEPF after Russia in the post-Soviet space. The guests reaffirmed that the success was not accidental. UN Resident Coordinator in Azerbaijan and UNDP Resident Representative Antonius Broek said that granting the IEPF the status of a senior consultant will serve to increase the opportunities for UN cooperation with Azerbaijani NGOs. Noting that the IEPF's work in the field of civil society since 1992 has been evaluated by the UN, Antonius Broek said that the status gained is a great honor and a great responsibility to the public sector. Noting that joint cooperation should be focused on the national priorities of Azerbaijan, the solution of key problems, Mr. Broek said that the Millennium Challenge Account and the Development Concept "Azerbaijan 2020: Vision for the Future" created favorable conditions for this. Ali Huseynli, Chairman of the Committee on Legal Policy and State Building of the Azerbaijani Parliament, said that the most critical and effective opinions were heard from NGOs during the amendments to the laws. He added that as professional lawyers, they are often forced to make concessions in the face of these arguments. He stressed that the IEPF's achievement of the status of a high-level consultant of the UN Security Council is the achievement not only of one organization, but of Azerbaijani NGOs as a whole. Thanking all the guests for attending the presentation, IEPF Chairman Umud Mirzayev said that his organization will continue to be a reliable partner in the cultural and humanitarian development of Azerbaijan and the Eurasian region and peacebuilding.

  1. DEVELOPMENT OF MEDIA AND CIVIL SOCIETY IPI event

 

This year, the IEPF has made a number of achievements in its work on media and civil society development. The IEPF has expanded its media activities to cover the issues in more detail. Given that a large aspect of its activities is related to the media, the IEPF seeks to support the process of building a strong media and civil society in Azerbaijan. The organization has already made significant progress in the development of freedom of speech and the media. Azerbaijan has hosted a number of media events aimed at civil society organizations. The IEPF is closely involved in the development process in order to achieve greater success in civil society and the media in general. In addition, as a member of the International Press Institute, the organization participates in the annual World Congresses and General Assemblies of this influential organization, makes proposals, raises issues related to the development of independent media in Azerbaijan.

This year was marked by the World Congress and General Assembly of the International Press Institute in Cape Town, South Africa. The congress discussed "Journalism and Ethics", "Reports of Investigative Journalists in Africa", "Journalistic Safety Rules in Dangerous Areas", "20th Anniversary of Media Freedom", "Impact of Current Processes on Press Freedom", "China's Role in the Developing World" and others. .

 The budget of the IPI was approved by the members of the board at the meeting of the General Assembly, which was also attended by the chairman of the International Eurasian Press Foundation (IEPF), member of the board of the International Press Institute (IPI) and head of the Azerbaijani National Committee Umud Mirzayev. The candidacy of staff members was considered. The General Assembly discussed the candidacy of Sami-Alhaj, the head of Al Jazeera's Human Rights and Freedoms Department, nominated by Umud Mirzayev, chairman of the International Eurasia Press Fund, and elected him a member of its board. During the meeting, it was decided to sign a cooperation agreement between the IEPF and Al Jazeera and to hold a conference on "Human Rights in Nagorno-Karabakh" in Baku. A meeting of the Board of the IPI is being held in Istanbul on September 27. A number of important issues are being discussed at the meeting, including the World Congress of the International Press Institute and the 64th General Assembly to be held in Myanmar in March 2015. At the same time, the current state of the world media, the new challenges it faces, the implementation of the next meeting of the Board and other upcoming activities were widely discussed by the participants. It should be noted that the International Conference of the International Press Institute "Oil, Gas and Media" was organized by the International Eurasia Press Fund in Baku in 2012. Currently, the IEPF coordinates the activities of the Baku Regional Initiative Center of the International Press Institute.

 

Al-Jazeera forum and birthday

The International Eurasia Press Fund has expanded its cooperation this year, especially in the field of international media. Umud Mirzayev, Chairman of the International Eurasia Press Fund (IEPF), and Ramil Azizov, Head of the Fund's Operations Department, organized a conference entitled "Changes in the Arab World: Where Are We Going?" Organized by Al Jazeera Media Network in Doha, Qatar. took part in an international forum on Hamad bin Tamer Al Thani, head of Al Jazeera Media Network, and Bulent Arinc, Deputy Prime Minister of Turkey, spoke about the changes taking place in the Islamic world as a whole. Speaking at the event, high-level guests spoke about strengthening mutual dialogue and cooperation opportunities for the development of the region. Afterwards, panel discussions on various topical issues began at the forum. Speaking at the panel on "The role of human rights and the media in times of crisis," Umud Mirzayev stressed the importance of joint efforts to eliminate the occupation of Azerbaijani territories and restore the rights of more than one million refugees and internally displaced persons. The chairman of the foundation called on all media outlets, human rights defenders and civil society organizations to unite in eliminating the occupation factor, as well as in protecting the media, human rights and freedoms. Mr. Mirzayev then addressed the panel with well-known statesmen and the UN Secretary-General's Adviser on Human Rights. and participated in discussions on the protection of freedom of expression, the protection of media workers in dangerous tasks, the prevention of violence and other issues. Mirzayev joined the discussions with the Al Jazeera leadership to share the views expressed during the forum with stakeholders and share a stakeholder with the private guests of the event and to establish a more serious media and human rights network in the region. Afterwards, the IEPF Chairman met with Al Jazeera Media Network Executive Director Mustafa Souj, discussed the prospects of Al Jazeera's coverage in Azerbaijan, coverage of the Azerbaijani realities on the basis of objective information from more accurate and reliable sources, and the organization of an international forum on the Karabakh conflict.

This year, Mr. Mirzayev, Chairman of the Fund, also participated in an international conference held on November 1-3 to mark the Last International Day for Impunity and the 18th anniversary of Al Jazeera Media Network. It should be noted that November 2 is marked as the last International Day of Impunity by a resolution adopted by the UN General Assembly in December 2013. International Day of the Impunity is important in terms of drawing the attention of the world community, civil society organizations, state and intergovernmental agencies to violence against journalists, illegal detention, safe activities, interaction mechanisms and deepening cooperation. Over the past decade, more than 700 journalists have been killed in conflict zones in the line of duty. Only 5 percent of these crimes were investigated and prosecuted. At the same time, thousands of journalists went missing, were subjected to violence and illegal pressure. The event, organized by the Human Rights and Media Department of Al Jazeera Media Network in Doha, also focused on strengthening the future action mechanisms under the UN General Assembly resolution, the state of the media and the risks to journalists, and the prospects for UN member states to work safely. The plan was to bring it to the attention of the Geneva Institute for Human Rights and the UN General Assembly. The event discussed the security of journalists - challenges and successful practices, the protection of journalists and freedom of the press, prospects for cooperation between the media and international human rights organizations, etc. During the discussions, serious concerns were expressed about the growing threats to journalists in the globalized world, as well as the increase in their professionalism. Speaking at the event, Umud Mirzayev said that the approach of international organizations to the media and countries with double standards created indifference to the decisions taken. At the same time, he said that the expansion of associative relations between international organizations and media organizations is a successful step for the implementation of the UN resolution and the development of implementation mechanisms. During the discussions, the sides discussed issues such as developing a legislative framework to strengthen media freedom, continuing training and awareness-raising activities with government officials to eliminate impunity, and developing mechanisms to address media freedom and security of journalists in accordance with UNESCO's mandate. A number of important decisions have been made. The meeting was attended by leaders of UNESCO, ICRC, UN Human Rights Training Center, International Press Institute, Center for the Protection of Journalists, UN Press Emblem Company (UNPEC), Human Rights Watch and a number of other influential international organizations and captains of influential media outlets. The international symposium on the occasion of the 18th anniversary of Al Jazeera Media Network also discussed Al Jazeera's broad activities, achievements, release of imprisoned journalists in Egypt, action plan to protect journalists and human rights, and the concept of safe journalism. During the event, the IEPF chairman met with the leadership of Al Jazeera. Al Jazeera Executive Director Mustafa Souj said he was interested in preparing and broadcasting programs on Azerbaijan to the world, promoting Azerbaijan's rich historical and cultural heritage, and covering the Karabakh conflict. During the visit, Umud Mirzayev met with Eric Chinje, Director of the Media Initiatives Forum, which unites African media organizations, Anna Paolini, UNESCO Director for Arab Countries, Helena Harrof-Tavel, Program Manager of the International Labor Organization, and other officials. Within the forum, Umud Mirzayev also met with Azerbaijani Ambassador to Qatar Tofig Abdullayev. During the meeting, the sides exchanged views on strengthening joint efforts of civil society organizations with international media organizations and institutions to promote Azerbaijan and strengthen international relations.

 

  1. Meeting with the President of the Council of Europe

Expanding its international relations, the IEPF was invited to the summer session of the Parliamentary Assembly of the Council of Europe in Strasbourg, France in June this year. Umud Mirzayev, Chairman of the Fund, who witnessed the discussions and historical speeches during the session, met with PACE President Ann Brasseur. expressed his views on the development of civil society. During the meeting, Mr. Mirzayev once again brought to the attention of Ms. Brasseur that the citizens of Azerbaijan have chosen the path of integration into Europe and the world as a whole. In particular, civil society representatives need to be more aware of their responsibilities and play an active role in this process.

 

  1. Radio Strasburg

Within the framework of the Parliamentary Assembly of the Council of Europe, representatives of the foundation visited the well-known RBS radio station in Strasbourg. Speaking on the radio, the representatives of the foundation briefed the audience in Strasbourg on the history of Azerbaijan, the country's foreign and domestic policy, as well as the development of civil society organizations in the country.

 

  1. Ahmed Nasser is in Baku

In 2014, the organization also worked closely with the UN and its agencies. In particular, regular correspondence was held with ECOSOC, UNICEF, UNHCR and the UN Office in Baku, recommendations on the organization's activities and joint projects were widely discussed. These discussions were continued with Maher Nasser, Head of the UN Department of Public Information, who arrived in Baku to participate in the First Global Forum on Youth Policy. During his visit to the Press Council, Mr. Nasser was briefed on the state of the media in Azerbaijan. In turn, the head of the UN Department of Public Information spoke about the accreditation of journalists at UN events, as well as the specifics of the work done to inform the world community about these meetings. Umud Mirzayev, head of the International Eurasia Press Fund and deputy chairman of the Press Council, focused on UN Secretary-General Ban Ki-moon's appeal to the media on climate change. He said that the Council, together with the UNESCO Moscow Office, organized trainings for journalists in Baku in connection with the issues arising from the appeal. It was also noted at the meeting that the UN can work closely with both the Press Council and the IEPF to increase the role of the media in the process of building civil society in Azerbaijan.

 

  1. The Hungarians are in the IEPF

 A delegation of Hungarian intellectuals, artists and members of the media, led by the head of the Hungarian Turan Foundation Andras Biron, visited Azerbaijan this year. During the visit, the delegation visited the IEPF office. Opportunities for joint cooperation and contacts were discussed at the meeting. Then the guests visited Tovuz and Ganja. Accompanied by Chairman of the International Eurasia Press Fund Umud Mirzayev, the Hungarian guests got acquainted with the Gala History Museum in Tovuz, Nizami Ganjavi's Mausoleum in Ganja, Shah Abbas Mosque, Javad Khan's tomb, as well as the Historical Museum at Gala Gates.

Clark Plexico, President of People to People International, which has offices in more than 160 countries, also visited the International Eurasia Press Fund's headquarters this year. During the meeting with the chairman of the Fund Umud Mirzayev, the sides discussed mutual relations, the possibility of implementing joint projects and various areas of future cooperation. During the visit, the President of People to People International also visited the training center of the Baku International Students Club and met with young members of the club. During the meeting, Mr. Plexico informed the young people about the organization he heads, then answered their questions and spoke about future plans and projects.

 

  1. The last visit to the American embassy was a joint collaboration

Among the visitors to the IEPF headquarters was a delegation from the US Embassy in Azerbaijan, led by Stephen Keys, Public Affairs Adviser at the US Embassy in Azerbaijan. Receiving the guests, IEPF Chairman Umud Mirzayev told them about the establishment and activities of the IEPF and gave detailed information about the projects implemented in recent years. The IEPF's humanitarian activities made a great impression on the US Embassy delegation, who expressed interest in possible cooperation for future regional projects in areas such as IDP women's participation in civil society, vocational training for vulnerable communities and human trafficking. At the same time, IEPF Chairman Umud Mirzayev clarified the issue of new changes in the legislation related to the activities of NGOs. The IEPF chairman said that a policy aimed at the development of civil society organizations was being implemented in the country, noting that he did not think that the amendments to the law on NGOs would have any negative impact on the future activities of the IEPF. Because the IEPF, as an international organization, respects the laws of the countries in which it operates, including Azerbaijan, and has always carried out the registration of projects and other necessary procedures in full compliance with the laws of the country. The meeting identified and discussed prospects for future cooperation in various fields of mutual interest in the new year. It should be noted that the IEPF has been cooperating with the US State Department since 2007.

 

 

 

 

COMMUNITY DEVELOPMENT

 

The IEPF's main area of ​​community development is the post-conflict reconstruction of war-affected communities. For 22 years, the IEPF has been active in the process of reintegrating communities affected by the devastating effects of war by implementing projects that support the reconstruction process. Despite the Azerbaijani government's expansion of the regional development plan and successful structural development in the regions and communities, the IEPF continues to support the role of the people living in the regions in the development of human potential.

At the same time, it is necessary to emphasize the draft Program of Support for Azerbaijani Youth, which has serious results and is unique not only in Azerbaijan but also in the region. This project is one of the most successful projects implemented in the Republic of Azerbaijan for the youth of the region. The first phase of the “Azerbaijan Youth Advocate Program” project implemented by the International Eurasia Press Fund in cooperation with the prestigious international organization UNICEF covered seven regions of Azerbaijan: Goranboy, Yevlakh, Beylagan, Barda, Agjabadi, Aghdam and Tartar. Taking into account the success of the project implemented in 2012-2013 and the importance of the project, IEPF together with UNICEF launched the project in 2014 in a wider area, in 14 regions of the country: Goygol, Naftalan, Ganja, Mingachevir, Fizuli, Khojavend, Agdash, Ujar , Lachin, Zardab, Imishli, Saatli, Kurdamir and Shirvan districts. Knowledge and skills were imparted to young people from villages and districts, it was possible to train them as future leaders of the regions by involving them in trainings, youth cooperation with local executive authorities was implemented through general city meetings, young people were encouraged to be active in public life. Awareness-raising activities have been carried out to prevent them from harmful habits, and a model model for youth development has been created for future projects and for other countries by sharing best practices at the international level. Thus, within the framework of the “Azerbaijan Youth Support Program” project, the IEPF has freed itself from the problems hindering development in the region in 21 regions of Azerbaijan and formed youth support groups with normal intellectual level and voluntary participation in social activities. As a result of the work done in 2013-2014, support groups have been cooperating with the executive authorities of the target regions. One of the most successful achievements is the launch of the project's official website, which provides great opportunities for domestic and international promotion of the project. The most significant event of the project was the holding of an international conference in November 2014 in Ganja, Azerbaijan, which was declared the European Youth Capital in 2016, within the framework of the "Azerbaijan Youth Advocate Program" project. The conference "Volunteering: Youth Participation in Decision Making" was organized within the project in 14 cities and regions of Azerbaijan (Agdash, Kurdamir, Naftalan, Ujar, Saatli, Goygol, Mingachevir, Ganja, Khojavend, Shirvan, Fuzuli, Lachin, Imishli, Zardab). Representatives of the support groups, as well as officials of the executive authorities of the cities and regions. The conference was also attended by Narmin Aslanbeyova, sector director of the Ministry of Youth and Sports of the Republic of Azerbaijan, Andro Shilakadze, head of the UNICEF office in Azerbaijan, IEPF chairman Umud Mirzayev and a delegation of young people from the CIS countries.

The purpose of the conference is to present small projects implemented by young people in their districts under the "Azerbaijan Youth Advocate Program" project and award the best projects, discuss the project's goals, activities planned for the coming years, hear the views and suggestions of young people on the target issues. and to make the districts active in public life. Support groups consisting of the youth of Khojavend district, Ganja city and Imishli district were awarded for the best three projects. Implemented projects All targets participating in the "Azerbaijan Youth Advocate Program" project created a great opportunity to promote 14 cities and regions. Thus, it was possible to demonstrate the cooperation of young people with the executive authorities, the high level of youth policy in Azerbaijan in the international arena. In addition, the conference achieved the international promotion of Ganja as the European Youth Capital 2016, the involvement of not only the youth of Ganja, but also the youth of other regions of Azerbaijan in this process. 

 

 

Eurasian Credit

 

In 2014, the International Eurasia Press Fund expanded its strategy for community development in war-torn areas and liberated regions, one of its main areas of activity, and remained committed to its social principles and mission. Thus, the Eurasia-Credit non-bank credit organization Eurasia-Credit, established by the foundation, implemented the IEPF's Women's Development Project in 2014 with the financial support of the US State Department's Office of Population, Refugees and Migration, as well as Islam. It has been a key partner in the “Women” projects implemented by the Azerbaijan Microfinance Association with the donation of the Development Bank, and has provided soft micro-credits to increase the entrepreneurial opportunities of 215 women from low-income groups, especially in the region. In 2014, support was provided to the use of microcredits by low-income and war-affected, IDPs and mine victims in Fizuli, Beylagan, Agjabadi, Aghdam, Tartar and Barda regions of Azerbaijan. As a result, NBCI "Eurasia-Credit" in 2014 with a portfolio reserve of AZN 2,170,823 increased the number of beneficiaries to 3319 people. Of these beneficiaries, 43% were IDPs and 4% were mine victims, the disabled or their family members. Adhering to the Principles of Socially Oriented Activity, NBCI “Eurasia-Credit” received the Silver Certificate of the International Microfinance Exchange Network (MICN) in 2010-2011 for the “Report on Social Indicators” by the Ford Foundation and Advanced Assistance to the World Poor (CGAP). In 2013, it was awarded the main prize of the Azerbaijan Microfinance Association (AMFA) as the “Most Successful Member Organization for Social Mission”.

 

  1. Environmental event at the IEPF office

IEPF has a wide range of activities. One of them is the field of ecology. IEPF was one of the organizers of a three-day conference-seminar for heads and representatives of TV and radio channels operating in Baku and the regions, as well as student journalists, in 2010 within the project "Training for Broadcast Journalists on Climate Change" initiated by the Press Council of Azerbaijan and UNESCO.

In addition, at the initiative of the Press Council of Azerbaijan, the National Commission of the Republic of Azerbaijan for UNESCO, the Azerbaijan National IOC (Human and Biosphere) Committee, the IEPF has developed a training book for the media entitled "Climate Change and Environmental Stability" and www.mediaclimate.org. Both works are part of the "Training for Broadcast Journalists on Climate Change" project implemented under the UNESCO International Communication Development Program.

The published book is intended for journalists of print, electronic media and television and radio, as well as students studying in journalism faculties of universities, civil society and educational institutions. The website www.mediaclimate.org was developed for the same purpose. It is no coincidence that against the background of all this work, the IEPF is the only Azerbaijani organization that has been a member of the UN Environment Program since 2013 and has the right to participate as an observer in the sessions of the Assembly of this authoritative body. This year, the future prospects of joint cooperation between the International Eurasia Press Fund and the United Nations Environment Program (UNEP) were discussed. During his visit to Brussels, Ayaz Mirzayev, head of the IEPF's program department, met with Leida Rijnhout, UNEP representative and director of the European Environmental Bureau. The meeting discussed the possibility of the IEPF to implement effective projects in the field of environmental protection. In addition, on the eve of the UN Secretary-General's Climate Change Summit, the International Eurasia Press Foundation's (IEPF) Headquarters discussed the 5th Intergovernmental Panel on Climate Change (IPCC) and the 5th Evaluation Report of the Alliance for Climate Change and Development. submitted. The event was attended by a number of experts, as well as officials of SOCAR's Ecological Department and the Ministry of Ecology and Natural Resources.

 

  1. The Japanese are on the move

In 2014, the IEPF again focused on community farm support initiatives aimed at lifting people out of poverty in rural areas. One of such initiatives is the improvement of the Cooperative Farm of the Tartar Vocational and Training Center, built by the IEPF in 2010 with the support of the US State Department. Given the impact of PTM Cooperative Farm support on community development, the Embassy of Japan has agreed to support farm expansion under the Bile Root Development Program. On February 15, 2012, with the financial support of the embassy, ​​the IEPF launched the project "Transformation of the Cooperative Farm of Tartar PTM into a diversified farm", which includes 2 project activities. By digging an artesian well, the IEPF is building an irrigation system and a cattle barn to produce meat and dairy products. Heavy farm machinery is purchased at the PTM to support mechanical farming. The IEPF is successfully completing the project. This year, the First Deputy Ambassador of Japan, Ms. Fumi, visited the Tartar region to inspect the Cooperative Farm and Vocational Training Center established under the project. During the visit, Ms. Fumi received information on the technical equipment purchased during the project for the development of the Cooperative Farm with the financial support of the Embassy of Japan, as well as the current situation at the time of the project. Representatives of the Japanese Embassy were pleased with the work done under the project and, most importantly, the successful outcome.

An international scientific conference on "Karabakh folk games and field performances in the all-Turkic context" was held in Tartar by the Executive Power of the region, "Ashig Shamshir" Cultural Center Public Union and joint organization. Examples of Karabakh folk games and performances were presented. The event was of special interest to researchers from the United States, Russia, Iran and Central Asia. Speaking at the event, Professor Anna Oldfield and others stressed the importance of the International Conference, which promotes the art of ashugs and all-Turkic folklore of the Turkic peoples. At the end, a scientific report covering about 50 different topics was heard in 4 sections.

 

 

ISSUES OF REFUGEES AND IDPs

 

 Working closely with IDPs from Azerbaijan, as well as refugees and asylum seekers, the IEPF continued its work in 2014 with the United Nations High Commissioner for Refugees (UNCHR) and the European Commission's Refugee and Asylum Seekers Organization (ECRE). UNHCR Azerbaijan has repeatedly contacted the IEPF Representative and other program staff to visit the organization's office. In particular, the city meeting in Agjabadi district held within the framework of the project "Capacity building of local civil society organizations and community-based organizations to deal with the reintegration of IDPs" implemented by the International Eurasia Press Fund (IEPF) with the financial support of the US State Department. Alexander Novikov, Representative of the UN High Commissioner for Refugees, made a speech and spoke about the purposeful work done by the Azerbaijani government, including the IEPF, on refugees and internally displaced persons. Mr. Novikov noted that the problems faced by IDPs in Azerbaijan today are less than those faced by IDPs abroad. This is the result of the fact that serious work has been done in this direction in Azerbaijan, major projects have been implemented. It should also be noted that the IEPF is part of the UNHCR Working Group on Refugees and Internally Displaced Persons. In this group, the IEPF demonstrates its support at the level of vocational training and micro-credit programs on IDP living and livelihoods. Through an initial assessment of the needs of IDPs under the program, IEPF identifies IDPs who need to develop their skills and those who can change their living conditions for the better if they are provided with these skills. Selected IDPs are trained in their professional skills using a curriculum developed for their purpose. The IEPF Vocational Training Center, built in 2010 in Tartar, was established to provide war victims and IDPs with specialized training and services in carpet weaving, computers, advertising design, agricultural practice and baking. These areas have made it possible for men, women and youth to benefit from the center's services.

 

 This year, the IEPF has also expanded its dialogue with the European Commission's Office for Refugees and Asylum Seekers (ECRE) on emerging asylum and migration. This year, the implementation of joint projects was discussed, and the head of the IEPF Program Department was represented at the annual session of ECRE. The event focused on the European experience in solving the problems of refugees and internally displaced persons. It should be noted that the IEPF has been a member of ECRE for several years. As a member of the ECRE network, the IEPF regularly provides ECRE with updates on the situation of refugees and asylum seekers, mainly in Azerbaijan. The IEPF continues to assess the role and importance of the media in raising or promoting refugee and asylum seeker issues. The IEPF's strategy is to ensure that stakeholders involved in decision-making that affect refugees and IDPs are effectively informed about the situation of this category of people through the effective use of the media at all levels.

 

“Strengthening the capacity of Local Civil Society Organizations (CSOs) and Community-Based Organizations (CSOs) to deal with the reintegration of IDPs”

 

It is no coincidence that this year, based on its strategy, the IEPF has managed to implement a project unique to the region. The IEPF has implemented a project entitled “Capacity Building for Local Civil Society Organizations (CIOs) and Community-Based Organizations (ECOs) to Re-integrate IDPs” in partnership with the US Department of State's Office for Internally Displaced Persons and IDPs, with financial support from the State Department. The one-year project was completed in late 2014. The main targets of the project are local civil society organizations, refugee and IDP families, women whose spouses have migrated and are forced to support their families, victims of gender-based violence and people in need of legal advice. As the main executor of the project activities, the IEPF also involved the International Organization for Migration's Mission in Azerbaijan in the implementation of the project. By supporting the IEPF in carrying out its activities, the IOM has undertaken a mission to assist in the organization of legal counseling centers and in building the capacity of partner community-based organizations. The project was implemented with the direct support of the State Committee for Refugees and Internally Displaced Persons of the Republic of Azerbaijan, the Republican Commission for International Humanitarian Aid and the United Nations High Commissioner for Refugees. It is no coincidence that in connection with the launch of the project, the Republican Commission for International Humanitarian Aid sent a letter of support to the executive authorities of the regions where the project is implemented, and UNHCR undertook external monitoring of the project. Now we can say with full confidence that thanks to this unique project, the IEPF has achieved the following goals:      

 

 

  • 3-day trainings (organizational management, social protection of vulnerable groups, vocational counseling skills) were conducted for 20 ICO staff working with IDP NGOs.
  • IDP legal counseling centers have been established and equipped; During the program, at least 950 consultations were held through these centers.
  • In order to improve the social and economic situation of IDPs in 4 target districts, 4 partner NGOs, including 1 NGO in each district, were identified and equipped with office equipment, as well as instructed on organizational management.
  • 100 businessmen, community corporations and community entrepreneurs identified, categorized, networked and completed 5 days of business skills training and workshops (25 from each target district, both IDPs and host communities) 80% of beneficiaries by the end of the project reported on the effectiveness of the workshop.
  • 100 IDPs underwent 3-month, 12-hour weekly trainings on agricultural practices, landscaping, computers and design, confectionery and baking, weaving and tailoring. By the end of the project, 60% of the beneficiaries had been hired or continued their education, as the results of post-training research and employers' inspections of schools and vocational schools showed.
  • 100 people who successfully completed the training were provided with $ 2,000 USD in technical and financial support to start a business; has increased its domestic revenue by at least 20 percent after receiving at least a 60 percent beneficiary grant.
  • 60-80 small and medium enterprises were established in Agdam, Barda, Beylagan and Agjabadi by providing micro-credits to IDPs; These enterprises are able to employ an additional 500 IDPs.
  • Interaction forums have been established with the participation of at least 100 women, 60% of whom are IDPs and 40% are local non-IDPs.
  • In each district, 4 awareness sessions were held among IDPs and locals about the benefits of successful practices or community integration, with a target population of 500.
  • Eleven city meetings were organized with government officials and local residents to share the challenges faced by IDPs and non-IDPs in trying to understand each other, and at least 150 participants identified the best solutions to the problems.
  • Four groups of IDP women meet once a month to discuss community-based issues, prioritize needs, and provide recommendations.
  • At least three priority issues raised by women's groups have been addressed by government officials.
  • 6,000 leaflets were distributed on possible legal assistance, how to apply and how to contact.
  • In order to address the personal and communal grievances of IDPs related to relevant human rights protections, designated staff / lawyers of partner NGOs have been trained in the workplace to increase their knowledge, consulting skills and coordination forms. During the project period, more than 950 people received legal assistance from IEPF partner NGOs.
  • The problems of 70-80% of the beneficiaries who present these legal problems to the IEPF partners have been resolved.

 

 

  • Americans visit PRM monitoring

On November 11, 2014, the US Department of State's Bureau of Population, Refugees, and Migration (PRM) conducted a monitoring and evaluation mission for this project at the Baku office of the International Eurasia Press Fund (IEPF). The delegation included representatives of the Bureau of Population, Refugees and Migration: - Raimonds Pavloviskis, Regional Refugee Coordinator, Bahruz Mammadov, Political Specialist, US Embassy, ​​and Eka Todria, Assistant Regional Coordinator for Refugees. Visit of the Germans

This year, a delegation from the prestigious Helmut Schmidt Institute for International Policy in Germany visited the IEPF headquarters. The main purpose of the visit of the delegation led by the rector of the Institute August Pradetto was to gather more information about the Nagorno-Karabakh conflict and the role of civil society in the settlement of this conflict. Answering the questions of the delegation members about the Karabakh conflict and the activities of the organization he heads, the chairman of the foundation Umud Mirzayev said that Azerbaijan has always preferred dialogue and peace in resolving the conflict. The guests were informed about the crimes committed by the Soviet leadership against Azerbaijan from the history of the Karabakh conflict to the open confrontation, as well as the tragic events faced by Azerbaijanis who fled Armenia and were forcibly expelled from the occupied Azerbaijani lands. The role of the IEPF, which works closely with the international media to inform the international community about these tragic events in the first years of Azerbaijan's independence, was visually presented to the guests through historical video footage. Former President of the OSCE Parliamentary Assembly, Head of the Italian Delegation to the OSCE PA Ricardo Miglori and Secretary General of the Italian Institute for Asia and the Mediterranean (ISIAMED) Anthony Lokke visited the IEPF headquarters this year. was also a priority in the meeting with. The IEPF also took an active part in the Civil Society Forum held in Batumi, Georgia, organized by the European Union's Eastern Partnership program for the first time this year. This modern forum is a serious forum for civil society representatives. Participating in the forum, the chairman of the foundation Umud Mirzayev actively participated in the discussions and shared his views on civil society building and European integration in Azerbaijan with the forum participants. Undoubtedly, one of the main priorities of the IEPF is to help achieve global peace through targeted measures. The IEPF's charter clearly states that its goal is to serve the international community. Meanwhile, the organization's cooperation with the International Peace Bureau has entered a new phase this year. It should be noted that in 2013, IEPF Chairman Umud Mirzayev, who attended the three-year meeting of the BSB in Stockholm, Sweden, was elected a member of the Supreme Council of the organization. Umud Mirzayev, a member of the Supreme Council, represents 18 West Asian countries, including Azerbaijan, Georgia, Armenia, Qatar, Yemen, Palestine, Amman, Israel, Jordan, Saudi Arabia, Turkey, Cyprus, Lebanon, Bahrain and Iraq. It should be noted that the IEPF is the first NGO in Azerbaijan to carry out this mission. This year, close cooperation was established with the International Peace Bureau, information on necessary events and publications was presented to the press, and joint statements were prepared.

 

Community Mine Action

This year, the IEPF's Community Mine Action Team (IMAC) continued mine clearance, liquidation and single ammunition operations in 2014 in the regions bordering the occupied territories of Azerbaijan and in the liberated areas, especially in Tartar, Goranboy, Goygol and Barda. During mine clearance operations in 2014, a total of 8,837,197 square meters (883 ha) were cleared, and a total of 405 mines and unexploded ordnance were found and neutralized.

 

IEPF Community Mine Action Team carrying out demining operations in accordance with the priorities set by the National Agency for Mine Action of the Republic of Azerbaijan (ANAMA) created conditions for the safe operation of beneficiaries for the release, return of people to their native lands and the establishment of economic activity. In total, more than 15,000 people have benefited from the demining operation in these regions.

 

In 2014, IMAK specialists conducted mine awareness education in 1,650 people in 22 villages under the Mine Action Program, buried large billboards in dangerous areas, distributed visual aids, and carried out marking and marking work.

The IEPF has always paid special attention to gender issues. It is no coincidence that about 35 percent of the foundation's employees are female employees. In the last month of 2014, the international community lost one of its most professional, senior citizens. Nazim Ismayilov, a close friend of the International Eurasia Press Fund and director of the Azerbaijan National Agency for Mine Action (ANAMA), died prematurely on 11 December. Under his leadership, ANAMA has become one of the world's most professional humanitarian demining organizations. Thanks to him and the professional team he has gathered around him, ANAMA has established its activities in various countries around the world as an international brand. These countries include Afghanistan, Georgia, Tajikistan, Turkey, Iraq and Jordan. In addition, cooperation has been established with members of the European Union, the United States, Vietnam and Kuwait. International humanitarian organizations now view ANAMA as an international school for mine action teams.
